Britain’s biggest ever investigation into sexual abuse of children in care opens with statements naming and shaming 80 of those responsible.

180 former care residents gave evidence over 15 months in a tribunal that cost an estimated £10m.

By its close, nearly 200 people would find themselves criticised for either abuse, or inaction.
