America's several thousand bounty hunters work for bail bond agencies, finding and bringing back suspects who have "jumped bail" by failing to appear in court. Largely unregulated, they operate with broad powers of search and arrest, and range from highly professional men and women who work within the law, to loose cannons who arrest, shoot or sometimes kill innocent victims, stirring up controversy and a public outcry for more control.
