A man sits by the side of the road, talking incoherently, a gun pointed to his head. The police have him surrounded, he is clearly not in control of his senses but an officer tries to talk him down. Suddenly the gun goes off, his body goes limp. Once again the police are drawn into the deadly web of insanity.

The mentally ill are filling the jails and prisons. Are they responsible for their actions or victims of their disease? Cops, courts and lawyers are divided. Are they guilty or insane?
