NCIS Agents at Lemoore Naval Base, California, respond to the report of a deceased woman floating in a nearby river.

Friends from the base hospital identify the victim as 20 year old Hospital Corpsman Jacqueline Wurst. Wurst failed to show for her shift at work the previous day, and concerned friends and coworkers had come to the River banks to look for her.

The autopsy shows that she has been raped and strangled. But there’s another surprising twist: agents send out case leads worldwide when they learn that the victim had been raped once before, while stationed in Japan. That rapist is already in jail, but NCIS agents must clear hundreds of other potential suspects, and as they are cleared one by one, the Wurst case dead ends.

The body of a sailor is discovered at Naval Air Force Base Little Creek.  The man has been shot in the head but is still clinging to life.  He’s rushed to a nearby hospital as NCIS agents arrive at the scene.  

The victim is Todd Wilson, an exemplary sailor and father of four.  While he isn’t dead yet, as far as NCIS is concerned a deadly killer is on the loose. There is no solid evidence at the crime scene, and with their victim and top witness in a coma, agents decide to retrace Wilson’s steps from the night before.  

They learn about a night of drinking at an officer’s club that led to a drunken altercation, and a series of suspects materialises. Agents zero in on one in particular after a search of the suspect's home and vehicle turn up dozens of unused rounds of ammunition.

But the suspects’ alibis are tight, and without any concrete evidence connecting them to the crime, agents can only hope for a confession or knockout lead to break the case. Then Todd Wilson comes out of his coma and provides investigators a piece of information that sends the case in a whole new direction, but he has a seizure before they can get more out of him.  

Agents work the lead with all they’ve got and produce another suspect, but once more they find themselves in trouble without a confession. But they don’t give up, and a heart-pounding series of events, including several interrogations, a polygraph session, and a miracle, give investigators the evidence they need to lock up the shooter before he strikes again.

A young woman is found floating in a lake at Camp Pendleton, California. She is identified as civilian Marilyn Allen, but NCIS has little else to go on. There are no suspects in her murder - no clues, no evidence, no eyewitnesses. Investigators are forced to conclude death by persons unknown. For years the case of Marilyn Allen is pasted to the walls of every NCIS office in the country.

Seven years later, a local NCIS agent in New Orleans hears an account of a former Marine claiming to have killed a woman years before. Private Roosevelt Gibson had been stationed at Camp Pendleton at the time of the murder. He had been transferred only days after the body of Marilyn Allen was found. Now NCIS investigators research Private Gibson's background and find out that he has a history of violence towards women.

With no solid forensics to connect their suspect, NCIS agents decide on an elaborate sting operation. A local SWAT team commander, who is also a Marine reservist, agrees to go undercover and befriend the suspect in order to get a confession on tape.
