The body of a sailor is discovered at Naval Air Force Base Little Creek. The man has been shot in the head but is still clinging to life. He’s rushed to a nearby hospital as NCIS agents arrive at the scene.
The victim is Todd Wilson, an exemplary sailor and father of four. While he isn’t dead yet, as far as NCIS is concerned a deadly killer is on the loose. There is no solid evidence at the crime scene, and with their victim and top witness in a coma, agents decide to retrace Wilson’s steps from the night before.
They learn about a night of drinking at an officer’s club that led to a drunken altercation, and a series of suspects materialises. Agents zero in on one in particular after a search of the suspect's home and vehicle turn up dozens of unused rounds of ammunition.
But the suspects’ alibis are tight, and without any concrete evidence connecting them to the crime, agents can only hope for a confession or knockout lead to break the case. Then Todd Wilson comes out of his coma and provides investigators a piece of information that sends the case in a whole new direction, but he has a seizure before they can get more out of him.
Agents work the lead with all they’ve got and produce another suspect, but once more they find themselves in trouble without a confession. But they don’t give up, and a heart-pounding series of events, including several interrogations, a polygraph session, and a miracle, give investigators the evidence they need to lock up the shooter before he strikes again.
