I do believe that a small number of murderers or killers can be rehabilitated. This may involve removing the offender from their gang and having them learn to control their impulses. However, serial killers can never be rehabilitated, a fact that they themselves will tell you. We have had cases in the US where serial killers have been released after being non violent whilst in prison, but have killed again almost immediately after their release.
